According to an interview I read with someone who works within the dept, Childs basically built the entire thing himself, and served as a one man admin, tech support, manager, etc, was overworked, and saw the rest of his department as a bunch of incompetents. He was the only one with admin access for months, and then a new manager came into place, demanded Childs allow other admins access, and he refused. I think the charges will be dropped eventually.
