I grew up on a ranch, and I've racked my brain my entire life trying to figure out ways to cut a balance between subsidies and open borders. The best I can come up with is some sort of private FEMA-like thing where farmers would basically be free to do whatever they want, but in case of disaster they could be rescued. And I think you need tit-for-tat protectionism. Obviously, if something happened to a corn harvest and we had to subsidise it, it would only be fair if Mexico slapped a tax on our corn exports. But if Canada wants to make a special "levy" on dairy and then justify taxing our dairy exports to them, we should tax their exports until it's equalised. Of course NAFTA screws that all up...
